Multiple dwelling on single lot

We have a situation where new house was built on a lot behind the existing house.  Now there are two houses on the lot as the owner has not yet followed through with having the old house removed from the property.  Currently we do not have anything in place that specifically prevents this.  Now Council wants to draw up a bylaw to prevent these instances in the future.  Has anyone encountered this before?
